The Mission of the Milka Clarke Stroke Brain Trauma Foundation (Westmoreland Stroke Foundation) is to empower persons with acquired brain injuries in Westmoreland and surrounding areas, to reduce the incidence and impact of stroke in Westmoreland through screening, education, outcome assessments, and advocacy in an attempt to help Westmoreland stroke survivors achieve:
The Milka Clarke Stroke Brain Trauma Foundation envisions a Jamaican society in which stroke is a commonly understood word and seen as the serious medical emergency that it really is. Where all persons with stroke brain trauma, regardless of individual differences, their families, health professionals, and the public have access to appropriate education and resources that would enhance their potential for an acceptable quality of life. Vision: We have a vision for providing ADVOCACY - To develop a voice for the Stroke - Brain Trauma Community in Westmoreland. We envision providing a state of the art Neuropsychology Center and using a Club House Model with free membership to register stroke brain trauma survivors who seek support. This will become an informal stroke brain trauma registry for Westmoreland and surrounding parishes for brain trauma, and stroke in particular. This registry will give a clearer picture of the general needs and what additional services are needed. Milka Clarke Stroke Brain Trauma Foundation envisions a time and place where stroke brain trauma patients can have timely imaging with quick diagnosis and treatment. It will be a place where their caregivers can come to participate in health care programs that provides them education to help empower stroke brain trauma survivors in their recovery process. Neuro imaging for stroke brain trauma diagnostic treatment is practically nonexistent in Westmoreland. We plan to provide a variety of imaging techniques that visually portray brain structure and function in individuals with stroke and other brain trauma. Magnetic resonance imaging (MRI), functional magnetic resonance imaging (fMRI), computerized tomography (CT or CAT), and positron emission tomography (PET) exemplify some of the more commonly used imaging techniques that will be made available in this facility. It is unacceptable for trauma victims to have to travel almost one hundred miles to get imaging done for a diagnosis and treatment to begin... when time is of the essence. That has cause too much of a high stroke mortality rate and prolonged disability. We plan to remedy that situation. |

Uniting the voice of the stroke brain trauma community through the Milka Clarke Stroke Brain Trauma Foundation, we plan to develop a Stroke Advocacy Network (SAN) with support groups to facilitate reaching individuals in deep rural areas. This will allow the stroke community to help guide elected officials and decision makers, as they determine changes in health care and other public policies, that affect the lives of stroke brain trauma survivors.
Overall Objective:
To provide a state of the art Neuropsych Facility in the Negril area or wherever land is made available in Westmoreland. This facility will give equal access to all residents of Westmoreland, regardless or their financial status. Discrimination in any form will not be allowed. Educational seminars to disseminate information that include head injury facts, symptoms, and ways of getting support and resources for traumatic brain injury patients, caregivers, as well as healthcare professionals, will be a priority. We want to be a solid resource for lay persons and professionals to learn about preventing, treating, and living with a stroke or another kind of brain injury.
We plan on developing programs through a collaborative partnership among people with brain injury, their families, staff, medical professionals in Westmoreland, and the community. There is the intention to collaborate with our local hospital healthcare system, area clinics, and parish elected officials and medical professionals, to effectively present the plans at the local and governmental levels, in a manner that provides effective lobbying to help facilitate the development of infrastructure to more comfortably accommodate the needs of individuals with stroke and other brain trauma in Westmoreland and surrounding communities.

Our goal is to provide access to stroke prevention and awareness education, stroke risk assessment, timely diagnosis, emergent treatment, research, caregiver education, rehabilitation, therapeutic and advocacy services, to individuals with a stroke brain trauma and their caregivers. The Milka Clarke Stroke Brain Trauma Foundation acts as a syndicate of resources, promoting a sense of community among individuals with stroke brain trauma, as well as their caregivers.
